La Romana. -El Pleno de la Junta Central Electoral (JCE), a través de la Escuela Nacional de Formación Electoral y del Estado Civil (EFEC), dejó inaugurado el Diplomado Especializado en Administración Electoral, que impactará a los 1,820 miembros y secretarios de las Juntas Electorales del país y las Oficinas de Coordinación de Logística Electoral en el Exterior (OCLEE).
Es la primera vez que la JCE da paso a la capacitación de los miembros de las Juntas Electorales de manera simultánea en 43 grupos a nivel nacional, con el objetivo de desarrollar conocimientos y habilidades para el ejercicio de sus funciones que fortalecerá el proceso electoral de 2024.
Al acto asistieron, el presidente de la JCE, Román Jáquez Liranzo, los miembros titulares Rafael Vallejo Santelises, Dolores Fernández Sánchez, Patricia Lorenzo y Samir Chami Isa, así como el director de la EFEC, Felipe Carvajal de los Santos; el director Nacional de Elecciones Mario Núñez; el director de Coordinación General y Apoyo de Juntas Electorales, Ramón Urbáez y el subdirector de Informática de la EFEC y supervisor de Higüey y La Romana, Joel Cuello.
La capacitación inició de manera simultánea en La Romana, Hato Mayor, Higüey, San Cristóbal, Peravia, Azua, Barahona, Neyba, Pedernales, San Juan de la Maguana, Las Matas de Farfán, Elías Piña, Monte Plata, Santiago, Puerto Plata, La Vega, Monseñor Nouel, Salcedo, además de Moca, Nagua, Samaná, Cotuí, Valverde, Mao, así como Santiago Rodríguez y Dajabón.
El presidente de la JCE, presidente ex officio y coordinador del Consejo Académico de la EFEC, destacó en las palabras centrales del acto la importancia del inicio de esta jornada educativa, tras señalar que la misma es la concreción de una debilidad detectada en ocho encuentros regionales, realizados previo al proceso de reestructuración de las 158 Juntas Electorales a nivel nacional y las 21 OCLEE en el exterior.
“Una constante era la necesidad anticipada de la capacitación, sobre todo en aspectos de administración electoral y en justicia electoral, por eso la JCE inició con un tiempo histórico la selección de ustedes, de ahí que en enero de este 2023 fueron juramentados todos los miembros de Juntas Electorales a nivel nacional y de las 21 OCLEE a nivel exterior”, indicó Jáquez Liranzo.
Destacó que dentro de los objetivos específicos está analizar el rol de los diferentes actores del sistema electoral dominicano; perfeccionar los conocimientos y destrezas técnicas para el manejo de las Juntas Electorales y de las OCLEE; diferenciar los roles dentro de la administración electoral y jurisdiccional en sus diferentes esferas; así como comprender la legislación electoral y de partidos, agrupaciones y movimientos políticos, además de asumir un compromiso ético y cívico con los valores democráticos, como soporte en el ejercicio de sus funciones, entre otras.
Plan académico y detalles del diplomado
Jáquez Liranzo detalló que el plan de estudio del Diplomado Especializado en Administración Electoral fue aprobado para cuatro meses, y será impartido por docentes de la Junta Central Electoral con el apoyo del Tribunal Superior Electoral, todos los sábados de manera presencial, a los miembros y secretarios que conforman las Juntas Electorales a nivel nacional. Los mismos serán impartidos a través de 16 encuentros en horario de 9:00 a. m. a 5:00 p. m. Mientras que, a los miembros de las OCLEE, la docencia será impartida en seis grupos, bajo modalidad virtual.
Los miembros y secretarios de las Juntas Electorales y de las OCLEE serán capacitados en fundamento de derecho constitucional, sistema electoral dominicano, administración electoral I y II. También en partidos, políticos, financiamiento y transparencia, justicia electoral I y II, gestión electoral: procesos inclusivos y accesibles, así como ética pública y una práctica final. El programa tendrá un total de 128 horas de clases.
